Ff possibe, the folder includes/normal needs a clean up.

There are some tests (move to tests/phpunit):
UtfNormalTest.php
UtfNormalTest2.php

There some benchmarking (move to maintenance/benchmarks:
UtfNormalBench.php
UtfNormalMemStress.php

any maybe some other things not needed in production.

Feel free to wontfix, when all there is okay. Thanks.

the utf normalization code is meant to be reused by other projects. I guess it makes more sense to have everything at the same place.

That sounds like a libary, which can be located at the libs folder or so.
