Old logo has pure white background while new logo is transparent, making it fit for the design template

Has there been onwiki discussion about this change?

Actually none. The discussion was made in Facebook and Mediawiki mailing list. Filipinayzd posted a message in Facebook to have it changed to v2. When the logo was changed manually with (Ladawan:Wikipedia_bcl.svg), it was too big that it did not appear on the page. Filipinayzd reduced the image size and saved it as png but unfortunately the transparency disappears. He uploaded the image and saved the updated version as Wikipedia-logo-v2-bcl.svg.PNG (note: extension name is capitalized so it might have been saved in MS Paint) then changed the wiki.png with that version.

This sort of thing should be discussed on-wiki in my opinion...

I second Krenair opinion.

By using Facebook instead of the wiki, you have the following cost/benefit:

Advantages:
- Nice and clean discussion UI

Drawbacks:
- You limit the possibility to discuss the change to the users who know the communication rules (have a Facebook account, join the Wikimedia chapter account group)
- Less transparency
- Archivage issues

I also don't like the discussion occurs in the chapter communication space and not the project space.

I see. However the translated text and logo design is correct and is similar to original. The background color needs to be fixed so you are requiring us to do a "mock" on-wiki discussion on this (discussion was present but in a different platform)?

The discussion on facebook and on Wikimedia developers <wikitech-l@lists.wikimedia.org> with subject line "[Wikitech-l] Bikol Wikipedia logo issue" were concluded and the old "Monobook era" logo was replaced with a "vector era" logo with a white background. Odder designed the original svg file with transparent background and Filipinayd didn't find the png version at that time in commons so he edited the logo and used MS Paint (That was the reason the filename was "Wikipedia-logo-v2-bcl.svg.PNG") and then saved it again as wiki.png. That action did not pass through an on-wiki local consensus discussion.

I do not see any backlash when the logo is replaced with a new file. The design, and translation did not change. We are just fine tuning the output. Your requirement may be applicable if we will be changing the translated text or if the new Wikipedia logo is released.

I am reporting a bug (an error). I am not reporting to replace design of the logo.

Some things don't need advance discussion but then still at least need discussion after the fact. e.g. emergency desysopping or reverting a config change which has caused some serious problem. But in no case can facebook (nor any other place besides the wiki itself) be a valid substitute for onwiki discussion.
