This warning is silly:
"You have to specify a comment when changing the status of a bug from UNCONFIRMED to NEW."

Currently I just use '.' as a comment to get around it. This change usually speaks for itself without needing explanation.

Removed on https://bugzilla.wikimedia.org/editworkflow.cgi for 
UNCONF -> NEW and UNCONF -> ASSIGNED.

Wondering whether to enable for {UNCONFIRMED, NEW, ASSIGNED, REOPENED} -> RESOLVED to force people to explain why and how a ticket was resolved, but that's another thought and request.
