This issue is to track the development process related to having a release of Maithili Wikipedia. This is pending since long time.

marking as invalid: The creation of this wiki was not approved by the language committee.

[It would also currently have no chance because of a lack of activity in the test-project. Please address any questions on the page on Meta]

I understand, but once the language did a good improvement. We just created this bug to track the things we need to do to release it. The language grp had put around 1000 article on incubator for the same. 

Please specify what we need to do to release our language Maithili on wikipedia.

Bugs like this one are usually opened by language committee members after all the requirements for starting a new project are satisfied.
