Commons is a good place to test the extension on a larger audience than MW.

Although I agree that Commons would be a good place to test, we already have a very tentative deployment schedule for Echo. Commons is on it, but I don't remember when (possibly April). The deployments are also tied to getting Reddis set up for back-end storage and job queue use, which is a big variable. I'm marking this Won't Fix for now since we're not actually ready for deploying to Commons yet (and I don't want someone turning it on there prematurely).

Going through http://www.mediawiki.org/wiki/Echo and http://www.mediawiki.org/wiki/Editor_Engagement/2013_strategy_planning_%28Features%29 and some other links I still fail to find a deployment schedule for Echo.

Echo and Thanks are enabled now on Commons, I think it was in
  commit 1feaf76ae57fdbf7ee9e18c17222de86b16cedd5

    Enable Echo on all wikis except dewiki and itwiki
(and now Echo is enabled on all WMF wikis).
