It seems all media transcodes give an 404 error.

Steps to reproduce:
# Open any movie file (for the lazy: https://commons.wikimedia.org/wiki/File:Glass_-_Cell_Fracture.webm )
# Scroll down to the transcode table
# Try to open an scaled down web version of the movie file (for the lazy: https://upload.wikimedia.org/wikipedia/commons/transcoded/a/a7/Glass_-_Cell_Fracture.webm/Glass_-_Cell_Fracture.webm.360p.webm )

Expected behaviour:
Video file gets served

Actual behaviour:
* 404 error: File not found
