Currently it is possible to upload images without title and/or description. This is convenient for the individual user but mostly inconvenient for the Commons community. Given a choice, Commons probably prefers quality over quantity. It is better to have 2 pictures with title and description than 4 with just the image filename. If a user is in a hurry she can just add a provisional word or even a simple "." to get the pass the forced check.
I second that. Optionally the app could post to the user talk page to generate a reminder/todo-list of images to add descriptions to. Images without descriptions are useless for educational purposes. Crowdsourcing the description process to the commons community is not always possible. GPS data should be added to the uploaded images. Preferably in the form of a [[:commons:Template:Location]] template. Note that there is a possibility to fill out the heading field using compass data from the device!
I'm working on making Title mandatory. I'm unsure about making Description mandatory, however. But I *am* sure we need some way of 'I will describe this later'. "Post upload actions" are coming up later this week, so I'll try to see if there is a way we can encourage people to add more descriptions. Opened bug 45471 to track {{location}}

Well, title has been required for a while now. Description is optional. Categorization has just been added, again optional. But we present them with lots of prominence and encourage people to add description / categories. I think this is good enough.
