Steps to reproduce:

1) Open http://etherpad.wikimedia.org/translate-ux
2) Use group selector to open FreeCol

Expected result:

Group workflow state selector should be there (it is if I refresh the page)

I'm reopening this since it was not properly fixed. Now the problem is the opposite, the workflow selector is visible, except if I reload the page.

It also becomes visible when it shouldn't, seen on translatewiki.net.
