There is no consistent way to reliably access the descriptions from a file page. Also although the mobile uploads dashboard adds a plain text description the description may be wikitext.

For any images uploaded elsewhere - e.g. upload wizard or commons app, when viewed on the dashboard they show "No description" or non-human readable wikitext.

It would be great to have a consistent way of accessing the file description.

Would it be possible to display the title of the image (e.g., File:Sunset_over_Berkeley) as a fallback for desktop/app uploads? It's not ideal, obviously, but it's better than "No description."
