If a PropertyValueSnak using a Property using the wikibase-item data type is using a deleted Item as value, than the Snak's value will still be displayed as a link with the Item's ID. The link has no href though, so it will just link to the current page.

Also, this should still display a link, but a red link. So this kind of depends on bug 43003 because right now we have no generic module for generating a link to the page a given Entity-ID's entity can (or, if non-existant/deleted, could) be found.
