Currently, the make-deploy-notes script we rely on for generating changelogs relies on the bug number being in the summary.  Given the push to ask people to stop doing that, it will be important that this script be updated to locate the bug number and apply that metadata.

This is a blocker for removing bug numbers from the summary line.

Fixed up some minor issues with my original patch with Sam, now merged.
