RL has a feature that is half implemented which allows callers to set a target to filter out certain javascript/css.

Currently this is used on mobile but the MobileFrontend extension has had to implement various bits of RL code itself.

For example getHeadScripts cannot be called for this reason in mobile (see https://gerrit.wikimedia.org/r/#/c/52053/ for workaround)
