The current translate and proofread tabs that appear at the top of the page are no longer needed and can produce inconsistencies when the user switches between modes.

You are not suggesting to remove the Translate tab too, or are you? That would break the current navigation between stats, export and translation.

Agreed. I think Translate should stay for a consistent skin experience. Otherwise we'd be removing the concept of "being on a page".
