Text selection is supported in a bunch of applications for Windows 8 apps but not the Wikipedia app.  IE10 does it in a nice way, you tap a word and it gets selected with 2 little selection markers go on either end of the word.  You can then drag it with your finger to select text.

Mouse selection works for me but not text selection via touch.

You are correct sir, I can't get tap-to-select working here on my Surface RT, while it does work in IE.

I haven't found the best way to fix this yet, but the WinJS.UI.SemanticZoom control (seanticZoomer) is causing this to break.

If you remove this control touch selection works again.
