I can type in property, there is an help and agreement infobox by safe link, but safe link stays gray, so I cant safe new property.

Huh, now I figured out. You can add in just existing "tvrzení" (probably statement in English). Is theat correct?

As far as I understand, you are unable to add a statement. Maybe the problem is the constraint regarding the property you select, see http://www.wikidata.org/wiki/Help:Statements#Properties. If you are trying to use a property featuring the data type "item" you may only reference other items that exist in Wikidata. Indeed, this is not really obvious currently and there definitely should be some usability improvements in the future which probably should be addressed in another bug. Feel free to reopen this bug, if that actually is not your problem.
