The flickr uploader denies all flickr sets with the reason they were not a valid set despite they are. Able to reproduce; adding Kaldari who worked on the Flickr functionality.
OK, I think this is all part of a bunch of breakage associated with this changeset which effectively destroyed the config array (which contains the Flickr API info among other stuff): https://gerrit.wikimedia.org/r/#/c/49849/ Kaldari, could you merge and deploy the revert ASAP? Apologies for the breakage, I am now scared of using PHP's array_merge_recursive
