The flickr uploader denies all flickr sets with the reason they were not a valid set despite they are.

Steps to reproduce:
# http://commons.wikimedia.org/w/index.php?title=Special:UploadWizard&uselang=de
# Click "Add pics from flickr"
# Paste any flickr set ( use http://www.flickr.com/photos/nationalmaritimemuseum/sets/72157632430721657/ for the lazy )
# Get the error: "No valid flickr set"

Able to reproduce; adding Kaldari who worked on the Flickr functionality.

OK, I think this is all part of a bunch of breakage associated with this changeset which effectively destroyed the config array (which contains the Flickr API info among other stuff):

Confirming that this bug is related to that changeset.

Apologies for the breakage, I am now scared of using PHP's array_merge_recursive
