If you visit https://en.wikipedia.org/wiki/Special:ArticleFeedbackv5 , you see the generic Central Feedback Page.  It shows the misleading message "Please promote good feedback and help improve this article" (articlefeedbackv5-header-message).  The message only makes sense when viewing feedback on a specific article such as https://en.wikipedia.org/wiki/Special:ArticleFeedbackv5/Fibonacci ; AFTv5 should show a different message or no message when viewing the general list.
