Having project pages in the same namespace as instances makes no sense. We want to be able to search them without searching all of the instances too. We should make a maintenance script to move the project pages into the main namespace, and change the code to write project pages into a different location.

Labs_Project:<project-name> is likely a good location. We use "Project" for lots of stuff, and it's good to be explicit.
