Wikibugs was on the CC list, WikiBugs should never actually be on the cc anywhere (because its kinda pointless) (someone should go thru and check in the admin pannel)

Bug 45447 is probably relevant to comment 1.

Regarding comment 0, wikibugs used to ignore all changes to the CC field. I believe this is just a symptom of that regression.

Just for the records, bug 46143 was initially filed under MediaWiki>General/Unknown and only then moved to Bugzilla's "Security" product, so wikibugs reported it initially anyway.

But you've got a point that we (I?) should fix bug 45447. 
Somehow. Preferably after fixing bug 37105.

Bug 45447 is fixed now, so this one should also be fixed.
