As discussed in IRC, I need a timezone aware cron. Ideas include backporting vixie cron, installing fcron or writing a wrapper script that checks hourly whether a given point of time is reached or not.

It does not seem wise to replace a system daemon on whose behaviour most tools rely to cover what seems to be an edge case (in particular, a daily schedule run at a specific hour in only one time zone).

As it is, unless there are enough tools with that requirement to justify the necessary security audit and packaging of a new system daemon, I'm going to recommend that tool authors add that logic to their tool, instead.
