use first line of dump, contains scheme url, e.g.
http://www.mediawiki.org/xml/export-0.4.xsd

This is the wrong solution to the problem, we should be pro-active about monitoring changes to the XML format.

I agree, ideally we would be in the loop on any planned change. But current reality is we are every so often surprised by uncoordinated changes in our environment. So a simple check... call it defensive programming.
