Can the local timezone for all dv wikis be set to UTC +05:00.

This requires adding two lines to InitialiseSettings.php below wgLocaltimezone…

	'dvwiki' => 'Indian/Maldives', // Bug 46351
	'dvwiktionary' => 'Indian/Maldives', // Bug 46351

… as this is the correct tz database time zone for Maldives (UTC +05:00).

Change merged and pushed to the live cluster — dvwiki and dvwikipedia now use MVT as their default time zone.
