Vagrant is a command-line tool for automatically provisioning virtual machines according to scripted specifications. The mediawiki-vagrant project bundles together specifications for quickly and easily provisioning a virtual machine running MediaWiki, suitable for development work.

I'm not sure where in the component hierarchy it ought to go. In Gerrit, it is nested under mediawiki, but it is not bundled into core. 'Tools' would make the most sense, but it seems a bit crusty and obscure. Because one use-case for the project is to serve as an entry-point to MediaWiki development, it may merit a top-level component.

Should probably be under tools as of compared to mediawiki.

My current feeling is also to put this under "Tools" (I cleaned that up a little bit today, but I'm also not happy with the random stuff that's in there).

I've created it under "Tools" for the time being (not expecting hundreds of reports yet, we could still move it up if we want to).
