test.wikipedia.org should not impact the Wikimedia wide translation memory.

How important is this bug? Does it need a bug against Translate filed?
I suppose setting $wmgUseTranslationMemory to false would be excessive?

For testing it would be nice if the translation memory worked on test, but we do not want the bogus translations end in it. Now that I think of it, better to disable it totally for test when we get Translate and separate memory instance set up in deployment-prep.
