From Pootle's Translate Toolkit, seems a valid use case for translation coordinators: «Create word, string and file counts of your files. Making it much easier to budget time as string counts do not give you a good indication of expected work». Special:LanguageStats and Special:MessageGroupStats would benefit from a switch making them calculate completion in this way rather than by string count. Data we already have somewhere in DB is approximate character count (byte size); now with TUX, maybe relevant, also hard translations.
