According to the community discussion linked in the URL field above it is requested that members of the 'bureaucrat' user group at meta.wikimedia.org be able to add and remove the flood flag from all users.

Something like this:

'wgAddGroups' => array(
	'+metawiki' => array(
		'bureaucrat' => array( 'ipblock-exempt', 'centralnoticeadmin', 'flood' ),
		'checkuser'  => array( 'ipblock-exempt' ),
		'sysop'	  => array( 'autopatrolled' ),
	),

The 'wgRemoveGroups' var doesn't need to be modified since 'crats are already allowed to remove the flag from any user.
