I can't add an institution because it is grayed out for me even if I put an name into it and my user is an admin with every permission.

It looks like this page got loaded without the javascript and other stuff from bits.wikimedia.org. (The same thing happens on other pages sometimes, when they look similar.)

Did you try reloading the page?

That is not a screenshot - it is the html of the page without the needed resources...

Ah, thanks for the clarification Jeroen. In any case, it works for me with my admin account that has no education-specific rights. I did noticed that the button was grayed out initially, but it soon turned black.

(I tested on Chromium and Firefox, on Linux, in case there's some browser/OS-specific issue going on.)

A transient problem, perhaps? I'm closing it as WORKSFORME. Cameron, if you can duplicate the issue still, please reopen it.

I will just wait for the 1.21 release so it is more stable.
