Rather, it should not be forced to lower case. Anyway, this seems to be a design choice of monobook and these are the consequences.
It's quite possible to fix it as shown by the fact that usernames begin with a capital letter in monobook (see example in description). And, as far as I know, monobook is still a supported skin.
It's just a matter of adding a `text-transform: none` in ULS.

It seems Echo is exhibiting the same behavior (its notifications are all lowercase in Monobook), presumably due to the same issue (text-transform: lowercase; being opt-out rather than opt-in). Perhaps Monobook ought to flip its default and perhaps consequently this bug should be against MediaWiki core instead of against UniversalLanguageSelector. Thoughts?
