Current description:

shell: 	Requires someone with wikidev group (volunteers, and Wikimedia developers) shell access who can push site changes to the Wikimedia Cluster (could include roots etc). See https://www.mediawiki.org/wiki/Shell_requests

Please replace "Requires" with "To be acted upon by", because "require" is a misleading verb but this is what it has always meant; shellpolicy are requests that may be rejected and no keyword is set for unactionable requests like a request to run a maintenance script that doesn't yet exist.
