on MediaWiki wiki "Mediawiki:Uploadtext" should display it's message on "Special:Upload", It's not - currently displaying the default en message.

Working on test2, which is also running 1.22wmf1.

Andre, I think this is a MediaWiki software issue.

For me this text only shows if I switch my user language to en. The text should show on en-GB but it doesn't...

I can confirm that too. uploadtext is a user language message. Although logically it seems like it should be a content language message. (Changing that would break all the uselang hacks that people use though).

I don't think this behaviour is new.
