On the logon page (http://toro.wmflabs.org/wiki/Special:UserLogin?useAgora=1)the language is defaulted to english for me. I have the green new account "Join testwiki" button showing at the bottom of the screen. when i choose any other language, i get the old logon screens with the hyperlink for creating an account at the top of the screen and no green new account "Join testwiki" button at the bottom of the screen.

Yes, the code does not append the useAgora=1 query string parameter to all links, so you have to add it back when following a language link (or the Login link at the top left); add useAgora=1 on the end of the URL in the location bar. We need to communicate this when giving out URLs for testing, thanks for pointing it out.

On a test wiki like toro we could simply set $wgUseAgoraUserLogin = true in includes/DefaultSettings.php during testing.

Reopening.  There's no reason I can see to mark this WONTFIX.

This was moved to core, and the new-style login is the default.
