Scenario
I was logged in with my Dwarika1 account and than i went to Special Page and hit on login/New Account Createion link.

I have entered my all detail and hit on create account and My new account get created and with the same credential I am able to logged in to account with my newly created account with my previous account.

This is intended behavior. You can use it to create an account for another user who can't do it, e.g. due to his IP address being blocked.
