Am filing this bug at Chris McMahon's request.

I was in the new "useAgora" login page and clicked on the login details link.

It led me to http://toro.wmflabs.org/wiki/Special:PasswordReset. Since I didn't see "useAgora=1" in the query string I didn't know whether or not I was in the old system. So I added it to the query string and submitted the request.

I got an error page that said: "you have requested an invalid special page."

The first query parameter in a URL should be prefixed with a '?', not a '&'. The instructions were written for the login page, which already has a parameter, which  is why the instructions specified '&'.
