Notification bot sometimes posts the same info twice.

Example: bug 46990 comment 1 and 2.

My wild guess is that it was because the bug is linked in the commit summary of I8c935441 twice.

Reopening, since we rolled back gerrit, we also had to roll back
hooks-bugzilla (bug 49388) to a compliant version.

hooks-bugzilla posted twice here:

We're waiting to upgrade gerrit again, so we can also upgrade
hooks-bugzilla again.

Should be fixed since we upgraded gerrit and hooks-bugzilla on 2013-06-27.
