How about just removing that whole "To View/To Unsubscribe" bit from ChangeFooter.vm?

Possible way too. Saving two lines at the top of the body may be preferred by some, depending on how often readers click the link at the top before/instead of reading what's below it. I'm not a code reviewer so I don't know what's most frequent. :)
