When a very large number of extra underscores are added to a URL (either at the end, or in a point where an underscore exists normally), 3 different error messages might occur. There is a threshold around 4050 characters in length where a 404 error is given, another around 4100 characters where a 403 error is given, and around 8200 characters, a generic error screen is given (with Error: ERR_INVALID_URL, errno [No Error]). I am not sure if this is because of underscores or because of impossibly long titles in general, but maybe it should be dealt with in a consistent way.

I tested this in Firefox 20.0 for Linux.

tbrclss: Not sure where you use that URL. Insert it in a wikipage? Create a page with such a name in a wiki? Steps to reproduce are unclear and a testcase is welcome...
