Been happening for almost a day.

The failure is in TitlePermissionTest.testUserBlock .

I guess the idea is to find the change that causes the regression (probably by looking at https://integration.wikimedia.org/ci/view/Zuul-postmerge/job/mediawiki-core-regression-master/ which only run on merges) and revert the change.

That seems to be unit test related so I am moving this bug to the unit test component.
