According to uselang=qqx, there's supposed to be a 'block-log-flags-' message in there, so it seems we have a block flag called '' now...? (See LogPage::formatBlockFlag)

MediaWiki have no block flag with a empty string. When nothing is stored in the database, the explode in LogPage::formatBlockFlags will explode a empty string to a array with a empty string as only value, which than is formatted with the message above.
