When my user rights are changed it would be a good idea to give the /reason/ my rights were changed as part of the current notification:

"Your user rights were changed by Krenair. You are now a member of these groups: editor, autoreview, transwiki. Learn more"

I favor keeping it simple. Every time we allow people to add 'notes' and 'comments', we also have to add in UI for dealing with people who abuse those :( This is the same reason we didn't add comments for the Thanks notification.

It may be better for us to link to the UserRightsLog rather than ListGroupRights. UserRightsLog shows the reasoning given for the rights changes and also includes a link to ListGroupRights at the top.

I agree with this and proposed it - the text at the top of the User Rights log can be adjusted by tweaking https://www.mediawiki.org/wiki/MediaWiki:Rightslogtext if you wanted to make the link to user rights more prominent. 

Linking to https://meta.wikimedia.org/wiki/User_groups may also be helpful if we're considering deploying Echo to the majority of wikis - many of those pages are in the process of being translated too.

The reason for the user rights change is also missing from the e-mail notification:

This change does not work. The whole field in the notification is a link to Special:Listgrouprights.
