When I hover over a bug link (Bug: xyz) I think its better if the summary of the bug is displayed as tooltip in Gerrit. This already happens on e-mails sent by Bugzilla.

Assuming you refer to gerrit.wikimedia.org in your browser and not to gerrit mail here (unclear), what you're asking for seems to be "make website A (gerrit) fetch and display some content from website B (Bugzilla)". Sounds like WONTFIX.
Yeah, I'm not a fan of having to make requests to BZ for this (we had a problem before when someone wrote an enwiki gadget for this same thing)
Andre, I was asking it for the website as well as for gerrit mails. Yes, there have to be a request involved. Is this too costly? Can it not be done when Gerrit parses the 'Bug: xyz' link? I always have to click on the Bug link now to know what the bug was.
It can't be done when parsing the link, no. Nor is there any way to do this from the e-mail templates either (fetching external data).
