If you are uploading with the Commons app, the "description" field of the {{information}} template is entered. But with the online upload form, it contains language tag. For example:

With app:
{{Information
| description = Hello icon.
}}

With online form:
{{Information
| description = {{en|1=Hello icon.}}
}}

this should probably be paired with a selection widget so we don't make uncorrectable assumptions. defaulting to the system locale might seem natural but people might write their descriptions in English instead, so it should be clear which is selected.

Yes. The Commons website has a selection box that asks for its language. And there should also be a "add more language" as people might upload things with two languages.

As the Mobile Apps Team is focussing on the new, native Wikipedia app, the Commons app is no longer being maintained by the Wikimedia Foundation. I am WONTFIXing all open Commons app bugs to reflect that we will not be spending time fixing them.
