Create a view for reviewing a request and specifying additional options/parameters before executing it:

* global/local parameters
* type of response (raw, aggregate, time series)
* output format (JSON, CSV)

(porting to Wikimetrics)

* output format already implemented in Wikimetrics
* requirements for type of response already captured in Mingle for individual metrics  (see https://mingle.corp.wikimedia.org/projects/analytics/wiki/Wikimetrics%20Feature%20Parity )
* global parameters (or cross-metric overrides for metric-specific parameters) not captured yet, added a note at the bottom of https://mingle.corp.wikimedia.org/projects/analytics/cards/779
