I have created a fresh Precise instance in labs i-000006a8 (deployment-cache-upload-test6). The puppet run is sent to the /var/log/syslog though. On production we have puppet console sent to /var/log/puppet.log which is very handy to tail when a puppet run is already running or we want to find out what happened. It is main advantage is that it keeps the ANSI coloring which is not the case in the syslog file.
One of my new instances has a complete /var/log/puppet.log. Looks to me like output goes there /and/ to the syslog, which, having things in the syslog is useful since it can be viewed from labsconsole. So... can you recheck?
Must have been a transient issue. Some other instances created around the same time have the logs in /var/log/puppet.log Must have been that test instance that got improperly initialized somehow.
