In Opera 10-12 on Windows XP or Windows 7, the "Log in" submit button has a black border for some reason.

The [Log in] gets a black outline when the input focus is in any of the form fields -- tab to the top Search field or select some text like the "U" in Username and it goes away. This happens in the old form in Opera as well. http://stackoverflow.com/questions/7140700/black-box-around-input-button-in-opera seems relevant.

I'll go ahead and WONTFIX this.

This is a very minor issue, would be extremely annoying to work around, and new Opera (15+) is using Chrome's Blink rendering engine anyway (and doesn't exhibit the described behavior).
