Confirming. Happens when the screen width is low, due to some unnamed (sigh, what are id's for?) <div>s having too small sizes: 
height:400px for the container of the three elements and height:100px for each of the icons with text. Both not sufficient.

Note that this is due to on-wiki customizations completely, and is not coming from any extension or core normal styles. I would bring this up locally on Wikimedia Commons, especially to User:Mono, who I believe is the primary author.

Local wiki customization issue → RESOLVED INVALID. Please bring it up at Commons' village pump or whatever they have there.
