If I look at <https://meta.wikimedia.org/w/index.php?title=Wikimedia_Foundation_elections_2013/el&action=edit&section=4> as an example, I get the message "This page cannot be updated manually. This page is a translation of the page Wikimedia Foundation elections 2013 and the translation can be updated using the translation tool."

From this message, the text "using the translation tool" is linked, but that's it in terms of making it clear for translators where they can translate a page.

Even on the main page, <https://meta.wikimedia.org/wiki/Wikimedia_Foundation_elections_2013>, the "Translate this page" text is very small.

Can we make it easier for translators to see how they can translate a page? Perhaps by making those links more prominent, and maybe even adding a "Translate" tab next to Edit?
