The VE becomes active on .js and .css pages in the user namespace, even though it is not capable of handling this content type.

Yup, we should expand this more generally to all things that have a different ContentHandler type. We already depend on MW 1.21 in general, so I guess(?) this shouldn't be too much of a problem.
