Per Benny's email recommendation:

a) on fenari, run mwscript sql.php --wiki=enwiki --cluster=extension1 extensions/Echo/echo.sql
b) check to make sure the tables are properly installed,  You can find extension1 db login by doing this: $ mwscript eval.php --wiki=<wiki> 	> var_dump( wfGetLBFactory()->getExternalLB( 'extension1' )->getConnection( DB_MASTER ) );
c) login via the old MySQL way to check the schema
d) set $wgEchoCluster to extension1 db for enwiki in site configuration file, this is already done for test wiki
