The nearby link should not be shown if GeoData is not enabled.

GeoData is enabled there - it's just not being used by the community. Not a technical issue.

the nearby page exists there and is broken we should find a way to disable it on this wiki.

I think its a shame if the community doesn't want to enable a feature that plays to the strengths of GPS and location based information. While the decisions is certainly theirs I'd like to understand their reasoning. 

Is there an archived discussion about this somewhere?

We should disable nearby on Wikivoyage until this gets sorted out with the community; no sense leaving a broken a feature out in the wild if we don't need to.

We should followup to figure out what needs to be done to get it reenabled, assuming folks want that.
