This is because when a user checks this box, they are only entering their username and email address. If they enter their email address incorrectly then they wouldn't have any access to that account because an auto-generated password would have been sent to the incorrect email address.
And if they copy and paste the incorrect e-mail address?
Heh. Can we restrict copying and pasting in that field then?
You can block paste with JavaScript, though some people definitely consider it obnoxious. It might be useful without blocking paste, though. It gives you a safeguard against losing the account, but if you're in a hurry, you can still copy and paste.

This interface is for account creators who are already logged in, not regular users creating their own accounts. As such, and considering we don't do double confirmations for email normally, I'm not sure we should do this.

Oh of course, yes then a secondary email field is not necessary, because those who request accounts through ACC need to confirm their email address already at <https://toolserver.org/~acc/>.
